The city council of Fort Lauderdale issues a rule that bans the distribution of all printed materials. A court would likely hold that this rule is

    this one can be tricky; you have the constitutional right to freedom of speech and freedom of the press ; it is not a constitutional right to be able to distribute it. so I would say d.; one could argue that this limitation may limit or try to circumvent that constitutional right which would then be up for argument with the Supreme Court to over turn that law or uphold it. In all likelihood, I believe that the Supreme Court would render that this is a contradictory law, skimming outside of the Constitution and would be in the best public interest to overturn this law.
