Can a City Council member or City Employee be charge with a crime for failing to take action in a situation that places its citizens in a life threatening situation that could cause death?
Can a City be held accountable for violating its own ordinances? City can fine a Citizens, but who can hold the cither accountable?

    Yes, usually.

    Probably not. Most public servants have immunity in some situations involving their jobs.
    However, you may have some recourse through a civil court in Texas if you (or someone else) has been injured or damaged because of their failure to perform or take corrective measures.
    A city CAN be held liable for civil/criminal responsibility for violation of Federal, State or Local laws/ordinances.
