How to join city council if 1 member term is up?

So in my city, Greenville SC, there is someone on the city council thats term ended in 2007 but they are still on the council. How would I go about getting that spot? Does someone have to challenge them as in apply for the position then there is a vote set forth? What would I have to do. I cannot find any information on this anywhere. Thanks.

Different cities go about it different ways. Your best bet would to call the City Council’s office for information.
