I was asked to have my employment certificate and trainings and seminars certificat be authenticated at the manila city hall before submitting at DFA for red ribbon.How long will it take me?is there always a long line?how much would I pay?

what are these requirements for?
the government is trying to make things hard for its citizens,another case of red tape.
